Personally, I think its the “best man” who ever was doing the stag party that put it up there.
The location only makes sense if
a) you are heading to the hotels / hostels in Shandon
b) you’re a local, that quay is one of the better parking spots on an evening in the city.
And it was put up to get someone in trouble. The warpath may not be directed towards the groom, but a groomsman may need medical help.
